Joseph Binkasan, a well known journalist / writer in Sabah, wrote this piece on August 23:
RCI to oil royalty review - is BN sincere? (http://www.freemalaysiatoday.com/category/nation/2012/08/23/rci-to-oil-royalty-review-%E2%80%93-is-bn-sincere/)
Among other, Joseph reported that several opposition leader, such as STAR Sabah chairman Jeffrey Kitingan and Sepanggar SAPP MP Eric Majimbun questioned the Sabah Chief Minister Musa Aman's sincerity in suggesting a review on Sabah's oil royalty.
Eric Majimbun even questioned the step that Musa take, which is to bring the matter first into the State Assembly. Eric stated that Musa "could have just made a demand for an increase in the oil royalty without first tabling such a demand for approval from the State Legislative Assembly".
This is my response to this matter, which i posted in the article's comment thread:
Sandiwara or not, Musa has said it on the public & on the record, which means that he will bare the responsibility to walk his talk.
Musa's way of tabling the demand first in the state assembly, instead of looking it as an excuse, should be see as a way for Musa to make the demand as an official matter, with black & white document to support his cause.
Such demand should be logical, on a condition that every party (the states & federal government, & Petronas) will not end up on a losing side. There should be a win-win solution which will will give positive outcome to all parties in a long run.
Developing a states needs a lot of fund, same goes to developing a country or running a O&G company.
It's doesn't matter on which time Musa choose to suggest a revision on the Sabah oil royalty. The bottom line is, the announcement has been made in public, the federal government has give its agreement in principle, and the Chief Minister will bring this matter to the state assembly, to make it as official as possible.
